ABS, Following the Opening of Its Buzău Plant: Company Evaluates New Investments and Potential Production Capacity

BUZĂU, August , 2026 – The €7.4 million investment made by ABS 2000 in its new glass recycling plant in Stâlpu, Buzău County, could mark the beginning of a broader industrial presence for the company in Romania. At the inauguration of the facility, Serghei Balica, CEO of ABS 2000 Buzău, said that the company is considering additional projects, including the possibility of developing a new production capacity in the municipality of Buzău.

The new plant was inaugurated as part of the PRIA Glass Recycling Forum – Official Opening of the ABS 2000 Glass Recycling Plant in Buzău, an event dedicated to the development of the glass recycling industry and the circular economy. The forum brought together representatives of public authorities, the packaging and beverage industries, recycling companies, technology providers and sustainability organizations from Romania, the Republic of Moldova and the wider region.

The Stâlpu facility has a processing capacity of up to 80,000 tonnes of post-consumer glass per year, with the investment amounting to approximately €7.4 million. The project benefited from funding through Romania’s National Recovery and Resilience Plan (PNRR).

New Projects Being Considered in Buzău

According to Serghei Balica, the investment inaugurated in Stâlpu should not necessarily be viewed as a standalone project.

The company is already considering the development of additional projects in the area, including the potential establishment of a new production capacity in the municipality of Buzău.

However, no final decision has yet been made. The company’s management will first monitor the development of the area, infrastructure and market conditions before determining its next steps.

“For the future, we have several projects in mind, but we will see how the area develops,” Serghei Balica said during the event.

The statement opens the possibility that the current investment could represent the first stage of a broader industrial development strategy for ABS 2000 in Romania, rather than simply the completion of a standalone recycling project.

Buzău as a Potential Industrial Development Hub

The location of the plant in Stâlpu is also significant in the context of the development of the region’s transport infrastructure and the A7 Motorway, which is strengthening connections between Moldova and Romania’s major economic centres.

Against this backdrop, Buzău is increasingly emerging as an attractive location for industrial and logistics investments, while the development of additional capacities in the area could further strengthen its role.

For ABS 2000, having an operational recycling facility in the region could also provide a foundation for the development of complementary industrial activities.

From Recycling to Production

The new plant is designed to transform post-consumer glass into secondary raw material that can be reintroduced into the industrial cycle.

The investment therefore addresses an increasingly important need in the Romanian market: the development of domestic processing capacity for collected packaging, particularly in the context of the expansion of Romania’s Deposit Return System (DRS).

The discussions held during the PRIA Glass Recycling Forum focused precisely on this next stage: following the increase in collection volumes, Romania needs additional recycling, processing and material recovery capacity.

In this context, the ABS 2000 facility in Buzău adds processing capacity of up to 80,000 tonnes per year and contributes to the development of Romania’s domestic circular-economy infrastructure.

PRIA Glass Recycling Forum: From Collection to Industry

The forum brought together representatives of Romania’s Ministry of Environment, local authorities in Buzău, packaging and beverage producers, recycling companies and technology providers.

Participants included representatives of ABS 2000, BA Glass, TOMRA, Vetropack, GreenPoint Management and Ursus Breweries, as well as officials from Romania and the Republic of Moldova.

One of the central themes of the event was the need for Romania to move beyond the development of collection systems towards the creation of a competitive recycling industry capable of retaining the value of recovered materials within the national economy.

In this context, the ABS 2000 investment in Buzău represents a concrete example of industrial infrastructure developed to support this transition.

Potential Expansion of ABS 2000’s Presence in Romania

ABS 2000, a company originating in the Republic of Moldova, is strengthening its presence in the Romanian market through its investment in Buzău.

If the projects currently under consideration are approved, the company could move from operating a significant recycling facility towards developing a broader industrial ecosystem in Romania, including additional production and processing activities.

For now, the company has not announced a final decision regarding a new plant or additional production capacity. However, the message delivered at the inauguration of the Stâlpu facility indicates that Buzău is being considered as a potential base for the next stage of ABS 2000’s development in Romania.

Thus, the €7.4 million investment represents more than the opening of a new glass recycling plant. It could become the starting point for a broader industrial strategy for the company in the Romanian market.
